Background
Effective interconnection of the Baltic Sea region was identified as one of the six priority energy infrastructure projects in the Second Strategic Energy Review adopted by the European Commission in November 2008. The Baltic Energy Market Interconnection Plan (BEMIP) was launched in 2008.
The two main goals of the BEMIP initiative, within the context of the EU's 20/20/20 objectives are:

the full integration of the three Baltic States into the European energy market, through
- the strengthening of interconnections with their EU neighbouring countries.
Purpose of the study
The purpose of this study is to
- Analyze the effect of Russian electricity exports to the Baltic countries on Baltic market integration and competition. Three scenarios will be examined: full, restrained and no import from Russia.
- Identify political, regulatory or infrastructural factors that are critical for the successful opening of the Baltic electricity market.
- Comment on the BEMIP roadmap.
- Expand the BEMIP roadmap into a roadmap for the successful integration of the Baltic electricity market into the Nordic market.
