This preparatory study explores the need for competence enhancement in the area of regulation of natural monopolies in Sweden, with a focus on higher education and research. Specifically, the purposes of the work have been:
- To explore the literature in order to clarify the typical problems related to monopoly regulation on a general level, and to model the way these problems are related.
- To conduct interviews with relevant Swedish actors and authorities to clarify the need/interest for higher education and/or research in the area of monopoly regulation.
- To provide examples of important research projects and educational course contents based on the literature and the interview results.
- To explore the long-term financing possibilities of such research and/or education.
- To describe to what extent such research and education is pursued internationally and domestically today.
- To analyze the total picture of prerequisites for creating a domestic center for research and/or education in the regulation area.
