According to the EU Electricity Market Directive suppliers of electricity must disclose their electricity portfolio with regard to energy sources and environmental impact, at least carbon dioxide emissions and radioactive waste. However, Sweden lacks regulation regarding the implementation of electricity disclosure. Swedenergy, the electricity industry organisation, publishes a yearly good practice guidline suggesting how electricity suppliers may do. Nevertheless, a voluntary guideline is not enough to guarantee that Sweden meets the requirement of reliability stated in the Electricity Market Directive.
In this report, the authors try to establish what the different players expect from a electricity disclosure system. The goal was to come up with a list of requirements for energy disclosure that fulfill these expectations and that are also compatible with the Electricity Directive and Swedish legislation. In order to understand the requirements of company customers, 15 major companies were interviewed. The authors have also studied the different systems for electricity disclosure in place in the other Nordic countries, as harmonization of the national systems or the introduction of a common system would increase reliability at the Nordic level.
