Models for an improved imbalance settlement. Some flaws in the present Swedish imbalance settlement system can be addressed by fairly straightforward measures. In this report, some of these improvements are identified. They relate to measures to:
- reduce the economical risks for balance responsible parties due to difficulties with weather forecasts, and also to situations with “extreme” prices on the balancing market
- reduce the barriers for increased flexibility in electricity consumption among customers with electric heating
- simplify and cheapen the routines for distribution companies to report measured data.
The report includes descriptions of the balance
settlement processes in Sweden, Norway, Great Britain, the Netherlands and Spain.
