Most countries in the European Union have adopted or are in the way of adopting the “single pont of contact” model as their markets have opened up for competition in the household electricity sector. This means that most European households get only one bill for their electricity, which includes both network and energy costs. This single bill is sent by the customer’s supplier of choice. However, this is not true of Scandinavia. Scandinavian customers are stilled billed separately by the network operator and by their supplier. Single billing is available only when the network operator and the supplier belong to the same business group. This study looks at the obstacles that have to be lifted in order to introduce single billing in Scandinavia and attitudes towards single billing among actors and regulators. The study also looks at current practice in several European countries and considers whether similar solutions are desirable in Scandinavia.
